[Freeswitch-users] Conference with max-members =2 allows a third caller

I've set a new conference profile, to which I've added max-members and set it equal to 2. I've assigned the new profile to a conference, but the limit does not seem to be enforced. The conference allows a 3rd participant to join. Is there anything more I need to do to limit the number of callers besides setting max-members = X ?Thanks
