You could probably pick up a slightly used Toshiba or something along
with the phones off Ebay for a couple hundred bucks (since price is
your concern).

I hate to say it, but sometimes Asterisk is not the best answer.

With the failing business and economic decline in the US there is a glut
on the market
Start with eBay
Toshiba, Avaya, Lucent, NEC or Nitsuko
Panasonic is probably the best choice of all , since they have dual
ports that will accept either POTS or prop phones. Get one display phone
for any programming.
Installed with proper protection they will last 20 years or more.

It is windows based and runs great on XP or a server.

Go with a used hybrid PBX, best bet is a Panasonic that suppots both
POTS phones and prop phones. It will outlast ANY micro-computer based
desktop hardware.
Perfect for a church or very small office or retail business.

I just replaced one that was installed 20 years ago, and NEVER needed
any attention until it finally failed.

Everyone seems to think a used proprietary system would be better - I
looked on ebay for over a week and never found something that indicates
that you can conference and have voicemail. In this day and age how can
you get along without that. and for a small school without a diedicated
person answering the phone I would think that an IVR would be critical.

Looks like a decent deal but I have seen much better.

There are plenty of free and feature rich conferencing services out
there if you need more than three participants.

since thats all the lines you got, Panasonic Digital systems can do up
to 8 party conf on their prop phones.
Panasonic does have a voicemail system.

Indeed a nice deal. It includes their nice voicemail that now supports
email integration. And 3 cordless phones with a cell site.
The TAW848 is their only analog system that has all the programming of
their Digital TDA system. The only difference is in the type of phones
that can be used, and the limitation to VoIP or T1.
