Sure, in sip.conf just define the codecs like this:
allow=ulaw:10 ;This means ulaw will use 10 millisecond frames for example.

It only works if you have Asterisk >= 1.4

If you are running 1.4, check rtp-packetization.txt under
doc/ directory from source distribution.
