I found, that FS doesn't maintain D-Channel's state correctly.

I have a PRI with disabled layer 2 and 3 on TDM side. When FS starts up
I get this on console:

So TDM side tells FS that the link is down:

but when I check d-channel's state FS tells me that it is UP:
