This is FreeSwitch 1.0 running from a twixswitch 0.4 installation. The
cited user was using FreeSwitch 1.0.1 with his symptoms. I
unfortunately do not currently have the ability to try a different
version. I have seen a similar issue using r10558M in the past.

I'm not able to find any documentation on this setting. I think it may
be newer than my version of FreeSwitch (1.0). What does it do?

I highly recommend you wipe the box/install and install from Scratch
using SVN trunk
