I'm sure this thread won't get interesting soon!
A good option might be Speex since there's somewhat decent support for it in a lot of open-source software. Not sure what else is out there...

Hi,
I might be in a position (finally) to ask/suggest one of my voip providers to use an alternative codec to G729. I wanted to know what would be the best replacement for it.

I don't think it's a Tier 1. They are middlemen between phone companies and other companies that need voip. In my country (Chile), phone companies don't provide voip services, so you have to buy the service from someone else.
