When does fifo_orbit_announce get played?

I believe this is what gets played to a caller when he/she has been in queue too long and it times out. I'm assuming this gets played and then the caller is transferred to the fifo_orbit_extension. (See also fifo_orbit_context and fifo_orbit_dialplan.)
