I have a business need to block any 180 Ringing packets coming from an FXO gateway, Grandstream 4108. I use Asterisk 13.9.1, and PJSIP. Is this even possible? I all I may do is hack the source code,  will it be PJSIP code or Asterisk code? Any help on where to look for the relevant code?

There is no option to block this and you would need to modify chan_pjsip.c
